Unless I'm misunderstanding your question, the answer
is rather simple:
If you used non-true dimensions, and then subsequently
changed \magnification, you will find that offsets and
page size are also magnified, leading to larger left
and top margins and smaller right and bottom margins on
the real page (which always remains the same size :->
).
